About Dr. Sharlene O'Reilly
I'm an evidence-based programme designer and researcher specialising in writing robust evidence-bases and developing scientific models to underpin new or existing programmes, while also supporting organisations with impact reporting and evaluation design.
With a PhD in mindfulness and metaphysics as pathways to health and wellbeing, an MA in managing childhood trauma, and a degree in metaphysical science, I bring academic rigor to practical applications in community and social settings.
My work helps charities, public sector bodies, and social initiatives ensure their programmes are robust, research-informed, and outcome-driven.

My Approach
I believe that effective programmes need to be built on strong evidence bases that connect theory with practice. My approach combines academic knowledge with practical implementation, ensuring that programmes not only look good on paper but deliver real-world impact.
I'm a firm believer in the value of lived experience, self-education, and personal development alongside formal qualifications. Grounded in interdisciplinary knowledge and emotional literacy, my approach goes beyond building strong evidence bases to meaningfully articulating the story of programmes, organisations, and the people at their heart.
Professional Experience
Boost Programme - Gloucestershire Constabulary
I co-designed and authored the evidence base for the Boost programme while working with Gloucestershire Constabulary. This programme was delivered to over 16,000 young people and gained international recognition.
The programme's success led to a presentation at the world's largest annual public management conference in Tampere, Finland in 2024.
Emerging Adulthood Programme
I developed a programme focused on emerging adulthood (ages 18-30), addressing identity, belonging, relationships, and wellbeing, with emphasis on self-leadership and prevention. Although the programme was adopted by various institutions, delivery was cut short due to organisational redundancy.
Award Recognition
In late 2024, I received the Charlie Sallis Impact Award for Safeguarding Children and Young People, recognising the positive impact of my work.

Impact Award Recipient
Recognised for outstanding contributions to evidence-based programme design and innovative approaches to public management.
The award celebrates excellence in creating research-led solutions that address real-world challenges in community and public sector contexts.
